Explaining an apparent contradiction

I'll try to reconcile two apparently contradictory statements by Baba. In the first, Baba appears to say his death in 1969 was the end of a cycle. In the second, he appears to say the cycle will end in 700 years.

Quote 1: "My present avataric Form is the last Incarnation of this cycle of time, hence my Manifestation will be the greatest." (Meher Baba's Universal Message, 1958)

Quote 2: "My next advent, after I drop this body, will be after 700 years, and that will mark the end and the beginning of a cycle of cycles." (Meher Baba's Final Declaration, 1954)

Here is my attempt to reconcile these two apparently disparate quotes.

One sense of a 'cycle' for Baba is as another word for a Yuga, which for Baba lasts 700-1400 years (God Speaks, 1987 edition, p. 303). A 1,400 year cycle such has passed since Mohammad, Baba says, is composed of 11 shorter ages of 125 years each. Baba says the Avatar appears in the 11th such short age (God Speaks, 1987 edition, p. 254). Hence it is entirely consistent for Baba to say in his Universal Message that his current advent is the last incarnation in a "cycle of time" (in this case a cycle of 1,400 years since Mohammad). The end of such a period is consistent with the year 1969.

Another sense of 'cycle' for Baba is one that is unique to his own advent, as the end of a cycle of cycles. Hence some unique period of time, and not just the end of a Yuga.

All cycles of time in illusion [i.e. Yugas] end and begin after 700 to 1400 years. There have been and will be millions and billions of such cycles in a cycle of cycles. Thus, there is no end to illusion, which always remains illusion. (Final Declaration, 1954)

Quote 2 above places the end of the current cycle of cycles as his next advent, in 700 years.

Hence, while we are currently in the last few years of a normal cycle (a Yuga of 1400 years), the end of a cycle of cycles will occur when he returns in 700 years.

This explanation almost appeared to work, until you look closer.

My present Avataric form is the last incarnation of this cycle of time, hence my manifestation will be the greatest.

How can Baba's incarnation (1894-1969) be the last one in a cycle, if a cycle is 700-1400 years? Were there more incarnations in that time?

There is something wrong in the wording or thinking in these claims.
